On the afternoon of June 8, the first "Pro-Qing Express Train Government-Enterprise Earnest Discussion Meeting" in Huzhou City in 2022 was held. Optimization policy: Support enterprises to carry out energy-saving and carbon-reduction technical transformation

In recent years, in order to implement the "double carbon" goal and reduce the capacity of environmental protection and sewage discharge, manufacturing enterprises have invested a lot of money in energy conservation and carbon reduction technology, and it is recommended that the government can optimize and improve on the basis of existing policies, so that "government care" becomes "policy dry goods".

Government procurement: Promote the localization of green household products

Green home is a pillar industry supported by Huzhou\'s "4210" modern industrial system and Anji\'s "2+5" industrial system. It is recommended that the financial department take the lead in including green household products in the catalog of products or plans purchased by the municipal and county governments, strive to be included in the pilot activities of green homes going to the countryside, and turn the "gold content" of the policy into the "productivity" to support the development of enterprises.

Classification guidance: Promote cooperation between upstream and downstream of the supply chain

In the post-epidemic era, only by establishing a complete industrial chain can we have market dominance. Taking Anji as an example, There are more than 700 chair enterprises in Anji, of which about 300 are regulated enterprises and more than 100,000 employees, which is the first pillar industry of Anji and a typical common prosperity industry. It is hoped that the government and industry authorities will encourage small and medium-sized enterprises to enhance their internal vitality, improve product quality and technical standards, improve the level of intelligent manufacturing, make the industry bigger and stronger, eliminate the backward production capacity of "low and small scattered", and build a complete and high-quality whole industrial chain and supply chain system.

Introduction of talents: to the maximum possible to the production enterprises tilted

In recent years, governments at all levels have taken effective measures to introduce a large number of outstanding talents to Huzhou to start a business, bringing vitality to the development of Huzhou. Based on the needs of the development strategy, this year Henglin launched the "Green Shoots" project, planning to introduce about 60 college students every year as a talent reserve for enterprises to achieve high-quality development. It is recommended that the government guide college students to work in enterprises as a key direction, and give preference to enterprises when formulating policies such as housing subsidies, children\'s schooling, and individual tax reductions and exemptions.

In order to better serve member enterprises and help enterprises solve the current order demand problems, on May 17, Zhejiang Chair Industry Association and Ningbo Home Furnishing Industry Association held the China (Anji) Chair Industry and Upholstered Furniture Cross-border E-commerce Entrepreneur Summit in Anji. Wang Jianglin, President of Zhejiang Chair Industry Association, Zhang Huazhong, Secretary General of Zhejiang Chair Industry Association, enterprise representatives of Chair Industry Association and representatives of Ningbo cross-border e-commerce enterprises attended the meeting.        Subsequently, eBay, Tuya, Lege Overseas Warehouse, and Cross-Service shared their respective special products and development prospects online, allowing more enterprises to understand the development of new foreign trade formats such as cross-border e-commerce.

After the sharing, cross-border sellers and core factories entered in-depth discussions through five aspects, such as their respective characteristic products, enterprise research and development strength, current main research and development directions, single products that are more optimistic in the general foreign trade field, and the future development direction of categories.

The development of industry and informatization in the first quarter of 2022

First of all, I sincerely thank you for your concern and support for the development of industry and informatization. Below, I will briefly introduce the development of industry and informatization in the first quarter of 2022.

Since the beginning of this year, under the strong leadership of the Party Central Committee with Comrade Xi Jinping as the core, the Ministry of Industry and Information Technology has thoroughly implemented the decision-making and deployment of the Party Central Committee and the State Council, coordinated the prevention and control of the epidemic and economic and social development, grasped the epidemic prevention and control work in a strict and down-to-earth manner, conscientiously implemented the "six stability" and "six guarantees" tasks, worked hard to overcome difficulties, and worked with relevant departments to introduce a series of policies to help enterprises bail out and promote the steady growth of the industrial economy. Positive results have been achieved in the development of industry and informatization. We have taken five main initiatives.

First, efforts should be made to reinvigorate the industrial economy. We have strengthened departmental coordination, ministry-province linkage, and coordinated the implementation of policies, ensuring supply and stability chain, helping enterprises to bail out, and guiding expectations, so as to promote the stable recovery of the industrial economy. From the perspective of economic indicators, we feel that there are four bright spots, and I would like to report to my friends. First, industrial production remained stable, and the added value of industries above designated size increased by 6.5% year-on-year in the first quarter, 2.6 percentage points higher than that in the fourth quarter of last year, showing a good trend of rebounding quarter by quarter. Second, the proportion of manufacturing further increased, at 28.9% in the first quarter, an increase of 1.3 percentage points year-on-year, reaching the highest value since 2016. Third, the driving role of industrial exports continued to increase, and the export delivery value of industrial enterprises above designated size increased by 14.4% year-on-year in the first quarter, which has maintained double-digit growth for one consecutive year. Fourth, manufacturing investment rebounded significantly, with manufacturing investment in the first quarter increasing by 15.6% year-on-year, 2.1 percentage points faster than in 2021.

Second, continue to increase the intensity of assistance to enterprises to bail out. We adhere to the two hands of bailout and peiyou, and strive to play a good "combination fist" of the preferential enterprise policy to promote the stable and healthy development of small and medium-sized enterprises. Adhere to the policy of benefiting enterprises, serving enterprises, and environmental revitalization enterprises, coordinate the implementation of a series of policies for the relief and assistance of small and medium-sized enterprises, promote the acceleration of policies and measures such as tax reduction and fee reduction, financial credit, and job stability and job expansion, and improve the long-term working mechanism for clearing up arrears to small and medium-sized enterprises. Accelerate the promotion of the new development of small and medium-sized enterprises, study and formulate management measures for the gradient cultivation of high-quality small and medium-sized enterprises, start the implementation of the enterprise management improvement action plan (2022-2025), organize the cultivation and selection of single champion enterprises (products) in the manufacturing industry, and study and formulate a "hand in hand" action plan to promote the integration and innovation of large and small enterprises. In the first quarter, the added value of small and medium-sized industrial enterprises above designated size increased by 7.8% year-on-year, 1.3 percentage points higher than that of the overall industry.
